The biggest talk concerning Captain America 3: Civil War when new characters have been announced, is who they are fighting. We have all just assumed that the movie would follow along with the comic and be about Iron Man wanting to have superheroes register and having Captain America be against it. Up until the movie Ant Man came out we all thought this, but it was during the post credit scene that we received some new information.

BirthMoviesDeath states that instead of the mutant registration act that was in the comics, the movie will be tear teams apart with a group called The Accords. Mentioned briefly in the post credit scene with Captain America and Falcon, The Accords seem to be working as bosses to Iron Man. Instead of registering superheroes, The Accord seems to want to govern the actions of superheroes. This may not be the same as a registering, but it is a close parallel because either way someone is looking over you.  Independent actions based around what a superhero thinks is right may no longer be feasible if The Accords gain enough power to oversee superheroes.

Personally I think that the five shadowed people that Nick Fury talks to in his small room may be part of The Accord as they seem to be ordering Nick Fury around, which means they order The Avengers around.

This doesn’t seem too far fetched seeing how these names were dropped in the films, and the one thing I always say is that Marvel doesn’t show or mention something for no reason. We’ll all have to see how it plays out next year when the movie comes out.
